The Intersessional Working Group (ISWG) on Greenhouse Gases (GHG) ISWG-GHG 12 took place from 16 to 22 May 2022, concluding that there was now consensus to price emissions at IMO, “as part of a basket of mid-term measures”.

According to UMAS, this is a major development which would put a price on shipping’s GHG emissions, and that has been on the table at IMO for more than a decade.

Previous debates showed apparent disagreements between member states on these measures. Overall, good progress has been made in the first 12 months of IMO’s work on mid-term measures.

The IMO is on track for the schedule it agreed last year. And there is a lot of convergence about the objectives the final policy design will need to address

said UMAS.

There are a range of possible policy mechanisms (technical measures like mandates and economic/market-based measures) on the table which will now go through for further discussion, refinement and prioritisation.

There have been changes to Japan’s Covid-19 regulations which could have an impact on the arrival of crew.

On-signers:

All seafarers must take a PCR test on the day of origin flight, or on the previous day in case of the morning flight (requesting PCR Test to take on the day of flight or within 48 hours before catching the flight).

If arriving on-signers do not have original certificate of PCR testing with Japanese format, they will be refused entry to Japan.

Counting from a day before departing from local airport, crew must have undergone 7 days self-quarantine at a hotel or facility centre, which must be close to the airport they are departing from. A request should be made for a Health Conditions Report for 7 days, which must be submitted as a proof.

A certificate must be issued for each crew member to prove their quarantine stay (no designated format but the following information must be described):

  1. Name of crew / date of birth / passport number / seaman’s book number
  2. Crews’ activities history within 7 days (record of temperature list for each crew)
  3. Quarantined place / name of hotel and its duration
  4. Voucher from hotel or sign by ship’s owner as proof of crew’s quarantine

On-signers must present this certificate with their negative PCR test results upon arrival in Japan.

When transiting within Red Sea, a survey vessel, spotted a skiff approaching the starboard bow.

The alert was raised on-board and the embarked security team prepared the bridge and displayed their weapons. Fire pump started; lockdown completed.

The survey vessel turned to port and made an announcement on VHF Ch16. The skiff, was reported to have had up to eight persons on board, came to within 0.5nm before aborting its approach.

This is the 4th approach within the lower Red Sea and Gulf of Aden within 2022 and 6th incident overall. The reported incident appears to have been absent of hostile intent or compromise of vessel or crew safety.

A pirate attack took place against the OSV Crest Tarasco, belonging to the Protexa company, which carries out work in the Gulf of Mexico.

According to sources, a group of at least five heavily armed people illegally boarded the ship off the coast of Dos Bocas, Tabasco, obtaining loot consisting of tools, communication equipment and 35 autonomous breathing apparatus.

The attack took place when personnel warned of the presence of a boat with an outboard motor in the vicinity of the ship. The pirates boarded the ship carrying weapons, firing several shots into the air to intimidate the crew.

The crew took refuge in rooms below the deck to avoid being taken as hostages or being injured by the criminals.

No crew was injured, although they pointed out that the insecurity that exists in the Gulf of Mexico is increasing, which is why fear grows for the integrity of the workers who work, not only on the boats, but also on offshore platforms.
