Area of concern
The ships shall to continue to intensify vigilance, maintain a sharp look-out while anchoring or transiting areas of concern, including the Straits of Malacca and Singapore, and report all incidents to the law enforcement agencies immediately; and the littoral States to increase patrols and enforcement in these areas.

From 1 January 2026, the use or storage of fire-extinguishing media containing perfluoro octane sulfonic acid (PFOS) will be prohibited. New vessels, those constructed on or after 1 January 2026, must comply upon delivery. Existing vessels must comply no later than the first survey conducted on or after 1 January 2026, with the term “first survey” interpreted in accordance with MSC.1/Circ.1290.
PFOS, a persistent and toxic member of the PFAS family once widely used in fire-fighting foams, poses serious environmental and health risks due to its persistence and bioaccumulation.

Over the past week, 14-20 October, one CAT 3 incident of armed robbery against ships in Asia.
The incident occurred onboard a bulk carrier while underway in the eastbound lane of the Traffic Separation Scheme (TSS) of the Singapore Strait (SS), on 16 October 2025. The crew was not injured. However, some engine spare parts were stolen from the ship.
Area of concern
There is a slight increase in incidents that occurred in SOMS. The ships shall to exercise enhanced vigilance when transiting SOMS and the littoral States to increase patrols and enforcement in the area concerned.
