The Paris MoU Committee approved at its 58th meeting the 2024 inspection results and adopted new performance lists for flag States and Recognized Organizations.

These lists will be used from 1 July 2025.

The “White, Grey and Black (WGB) List” presents the full spectrum, from quality flags to flags with a poor performance that are considered high or very high risk. It is based on the total number of inspections and detentions during a 3-year rolling period for flags with at least 30 inspections in that period.

Regarding the “White, Grey and Black List” for 2024, a total number of 69 Flag Administrations are listed:

      • 40 on the “White List”
      • 17 on the “Grey List”
      • 12 on the “Black List”.

Top performers

      • France: 297 Inspections / 1 Detention
      • Denmark: 1246 Inspections / 14 Detentions
      • Norway: 1824 Inspections / 23 Detentions

Recognized Organization Performance List

For several years, the Committee has closely monitored the performance of Recognized Organizations (ROs), acting on behalf of flag States. To calculate the performance of ROs, the same formula used to calculate the excess factor of flag States is applied. A minimum of 60 inspections per RO is needed before the performance is taken into account for the list. For 2024, 29 ROs have been included in the performance list.

DNV: 23,476 Inspections / 36 Detentions

Lloyd’s Register: 12,071 Inspections / 30 Detentions
