With reference to the circular received from the Commander of the Libyan Armed Forces and the directives of the Chief of Staff of the Navy and pursuant to the assignment of the Directorate of the Coast Guards and Ports Security to carry out inspections of vessels’ hulls below the waterline at a designated area on the marine chart within 12 nautical miles upon entering the territorial waters and to submit the final report to the competent authorities with all expenses related to the underwater inspection to be borne by the vessel’s owner or the supplier.
- The security level is to be raised to Level 2 upon the arrival of cargo vessels from regions experiencing wars or conflicts. Vessels are required to complete the Declaration of Security (DOS) accordingly.
- All shipping agents must include the last ten ports of call when submitting the notice of arrival 48 hours in advance.
- The vessel anchorage area shall be considered a restricted zone; approaching it or conducting any diving activities nearby is strictly prohibited.

As P&I correspondents in Egypt, Sudan, and—most recently—Libya, we strive to keep Clubs and their members continuously informed of developments that may impact operations in the region’s ports. We have obtained the latest circular issued by the Libyan Military Forces and addressed to the Libyan Chamber of Shipping which we suspect has been issued in view of the present unstable situation in Libya.
Given the present circumstances, the Libyan Coast Guard have been instructed to inspect vessel’s hulls below water line within 12 NM on calling the territorial waters on vessels owners’ cost or on the supplier’s cost.
